New leadership to stabilise social development

Minister of Social Development Sisisi Tolashe has finalised key leadership appointments aimed at stabilising the Department of Social Development (DSD) and its entities, including SASSA.

Announced during a National Press Club briefing on 6 June 2025, the appointments include:

  • Peter Netshipale as Director‑General of DSD
  • A new Deputy Director‑General focused on Welfare Services
  • A newly appointed Chief Financial Officer for DSD
  • Themba Matlou as CEO of the South African Social Security Agency (SASSA)
  • Several Regional Executive Managers across SASSA’s provincial offices

Tolashe expressed confidence in Cabinet’s concurrence and highlighted that strong leadership is essential for improving service delivery and tackling social challenges following the 2024 general election and the formation of a Government of National Unity.

The new team will spearhead critical initiatives for the 2025 financial year, including:

  • Progressing the Basic Income Support draft policy
  • Expanding psychosocial services and shelters for GBV victims, and reopening the GBV Command Centre
  • Accelerating social worker recruitment to address social issues
  • Combating youth alcohol and drug abuse
  • Promoting youth and gender empowerment through social entrepreneurship
  • Strengthening protection for children, the elderly, and persons with disabilities

Tolashe confirmed that the R370 Social Relief of Distress grant will continue, following draft regulations published on 26 March 2025 with Finance Minister support. This safety net remains vital as longer-term poverty solutions are developed.
